Mildmay Uganda (MUg) is leading efforts to strengthen local health systems, championing a district-led approach that empowers local governments to take ownership of their public health response. In partnership with the Ministry of Health and other key stakeholders, MUg has supported 16 districts in developing resilient systems to address HIV/AIDS and other emerging health threats.

Through the Governance Graduation Model (GGM), MUg has improved the functionality of health systems at both district and sub-district levels by enhancing leadership, governance, and coordination. This model promotes task specialization by establishing district resource teams for mentorship, supply chain management, information systems, quality improvement (QI), and HMIS. At MUg, we believe that when local systems function efficiently, services effectively reach those in greatest need.

As a result, 8 districts have seen significant improvements in their public health programming, increasing performance from 49% to 73%.
